In her 2023 State of the Union Address, European Commission President Ursula von der Leyen said that 'Europe, together with partners, should lead the way on a new global framework for AI'.

President von der Leyen explained that such a framework would outline 'minimum global standards for safe and ethical use of AI' and would need to be built on three pillars:

• Guardrails: Ensuring that AI is developed in a human-centric, transparent, and responsible manner.
• Governance: The first step would be to put in place a 'global approach to understanding the impact of AI in our societies', potentially through an IPCC-like body for AI to look at the risks and benefits of the technology. This would then allow for the development of a 'fats and globally coordinated response'.
• Guiding innovationin a responsible way.

Von der Leyen also announced a decision to open up the EU's high-performance computers to AI start-ups.
